昭和34（1959）年5月。東京五輪の招致活動が大詰めを迎えていた政治（阿部サダヲ）らは、外交官を経てNHK解説委員になった平沢（星野源）を東京都庁に呼ぶ。政治は、嘉納（役所広司）が亡くなる直前まで一緒にいた平沢に、次のIOC総会での最終スピーチを託す。しかし、平沢は五輪開催は時期尚早と考え、要請を断る。政治は敗戦以来、悲願の招致のために奔走した自身の「オリンピック噺」を平沢に語りだす。それは戦後、“浜松の天才”といわれた水泳選手・古橋（北島康介）との出会いから始まる。
